Mientras tenemos un apagón informativo sobre Chipre, nos enteramos de que el corralito va a durar unos cuantos meses más, y de que están esperando a que suba el precio del oro para venderlo por valor de 400 millones de euros.

El 60% de los depósitos superiores a 100 mil se convierte en acciones de los bancos.... no dan datos de cuanto es el total de depositos que roban.

El 40% restante se queda congelado "como colchon". Esto suena a que no descartan quedárselo :shock: tambien? (Esta congelado por el corralito pero......).

Y otra cosa que no tengo clara es que todos dicen que se han confiscado los depósitos mayores de 100 mil euros, pero el otro día en una web decían que se quedaban TODO el dinero, no lo superior a 100 mil, me parece tan increible que no puedo creerlo, pero la verdad no he leido a nadie diciendo lo contrario. Siempre te dicen "depositos superiores a...." pero no te explican si todo, o lo superior a esa cifra...... ¿Alguien sabe esa información segura?

No sé de novedades sobre el tema, pero desde el momento en que el corralito atrapa a TODOS los depósitos, salvo lo poco que se puede sacar semanalmente, todos los depósitos son susceptibles de ser requeridos finalmente para asumir pérdidas bancarias (o para ser redenominados).

De lo que estoy convencido, y ya veremos si me equivoco de nuevo (probablemente), es que al final bajarán la protección de los depósitos a los 20.000 € del inicio de la crisis. Ya ha estado a punto de pasar en Chipre.
Los depósitos en bancos chipriotas por un monto de hasta veinte mil están exentos de impuestos. A los depósitos de más de veinte mil euros, pero que no excedan los cien mil euros, se espera descontar el 6,75 % de la suma del depósito; a los depósitos de más de 100 000, el 9,9 %.
Recordemos que la subida de la cuantía garantizada de 20.000 € a 100.000 € se ha hecho exclusivamente para proteger a los bancos de una corrida bancaria, no porque tengan dinero para garantizar esos depósitos mayores.

El artículo expone que durante los próximos meses se van a realizar evaluaciones de las necesidades de capital de los bancos, y que si encuentran nuevos agujeros, los depositantes tendrán que asumir mayores recortes.

Eurogroup Statement on Cyprus

The Eurogroup welcomes the staff‐level agreement that has been reached between Cyprus and the Troika institutions on the policy conditionality underlying the macroeconomic adjustment programme. The agreement is fully in line with the parameters and key objectives set by the Eurogroup on 25 March.

The Eurogroup notes with satisfaction that the Cypriot authorities have implemented decisive bank resolution, restructuring and recapitalisation measures to address the fragile and unique situation of Cyprus' financial sector. The Eurogroup commends the authorities for their demonstrated resolve in implementing these important measures in a tight timeframe and reiterates its appreciation for the efforts made by the Cypriot citizens over the last weeks.

The Eurogroup is confident that determined action in line with the reform measures spelled out in the MoU will allow the Cypriot economy to return to a sustainable path based on sound public finances, balanced growth and financial stability.

The Eurogroup welcomes the progress with the AML audit by Moneyval and an independent auditor, together with the commitment in the MoU to further enhance AML measures following the audit report recommendations.

The Eurogroup considers that the necessary elements are now in place to launch the relevant national procedures required for the formal approval of the ESM financial assistance facility agreement for an amount of up to EUR 10 bn, subject to IMF’s contribution. The Eurogroup takes note that the IMF’s Board is expected to consider in early May Cyprus’ request for a 3‐year Extended Fund Facility of an amount of about EUR 1 bn. The ESM amount would then consequently be up to EUR 9 bn. The Eurogroup looks forward to the finalisation of the negotiations between the Cypriot and Russian authorities on the restructuring of the loan granted to Cyprus by the Russian Federation.

The Eurogroup expects that the ESM Board of Governors will be in a position to formally approve the proposal for a financial assistance facility agreement by 24 April 2013, subject to completion of national procedures. The first ESM disbursement is subsequently scheduled to take place by mid‐May, by when the AML audit is expected to have been concluded.
Es decir, que la auditoría podría revelar números peores que los previstos hasta el momento, pero la ayuda no será en ningún caso mayor. De lo que se deduce que las pérdidas a los depositantes no están aún cerradas.

El FMI todavía no ha comprometido su apoyo, lo cual probablemente tenga relación con que exigen que Rusia acepte una reestructuración del crédito que concedió a Chipre. Dicho más claro, la troika no quiere que las ayudas a Chipre sirvan para que el gobierno ruso vea devuelto su crédito sin asumir pérdidas.

Tenemos culebrón para rato. A ver si encuentro el famoso MoU.

He encontrado un borrador de MoU para Chipre del 9 de abril de 2013, pero es demasiado largo para pegar el texto completo. Dejo el enlace al final.

He buscado en las medidas de ahorro e ingresos, y he encontrado esto. Puede ser un poco chapa lo que viene a continuación, pero es interesante que quede como documento para más adelante.

FISCAL MEASURES WITH EFFECT IN 2013

Expenditure measures

I.9 Ensure a reduction in total outlays for social transfers by at least EUR 113 million through:

  • (a) the abolition of a number of redundant and overlapping schemes such as the mothers allowance, other family allowances and educational allowances; and [ALLOWANCE = SUBSIDIO]

    (b) the abolition of supplementary allowances under public assistance, the abolition of the special grant and the streamlining of the Easter allowance for pensioners.
I.10 Ensure a reduction of at least EUR 29 million in the total outlays of allowances for employees in the public and broader public sector by:
  • i. taxing pensionable allowances provided to senior government officials and employees (secretarial services, representation, and hospitality allowances) in the public and broader public sector;

    ii. reducing the allowances provided to broader public sector employees and reducing all other allowances of broader public sector employees, government officials and hourly paid employees by 15%; and

    iii. reducing the daily overseas subsistence allowance for business trips by 15%. Ensure a further reduction the subsistence allowance of the current allowance when lunch/dinner is offered by 50% (20% - 45% of overseas subsistence allowance instead of 40% - 90% currently paid).
I.11 Reduce certain benefits and privileges for state officials and senior government officials, in particular by: [PARA CALMAR AL PUEBLO]
  • i) suspending the right to travel first/business class by state officials, senior government officials and employees with the exception of transatlantic travel. The right to business class travel shall be maintained for the President of the Republic of Cyprus and the President of the House of Representatives;

    ii) abolishing the right to duty free vehicles for employed and retired senior public sector officials; and

    iii) extending the wage freeze and temporary contribution on gross earnings to cover all state officials and permanent secretaries (129 individuals) for 2013-2016, including members of the House of Representatives. Include pensionable and tax-free allowances of these individuals in the calculation of their taxable income. Introduce a contribution of 6.8% on the pensionable earnings of these individuals.
I.12 Implement the following measures regarding the Government Pension Scheme (GEPS):
  • i. freeze public sector pensions;

    ii. increase the statutory retirement age by 2 years for the various categories of employees; increase the minimum age for entitlement to an unreduced pension (by 6 months per year) to be in line with the statutory retirement age; while preserving acquired rights, introduce an early retirement penalty of 0.5% per month of early retirement so as to make early retirement actuarially neutral;

    iii. reduce preferential treatment of specific groups of employees, like members of the army and police force, in the occupational pension plans, in particular concerning the contribution to the lump-sum benefits;

    iv. introduce a permanent contribution of 3% on pensionable earnings to Widows and Orphans Fund by state officials who are entitled to a pension and gratuity. Introduce a contribution of 6.8% on pensionable earnings by officials, who are entitled to a pension and gratuity but are not covered by the government's pension scheme or any other similar plan;

    v. amend Article 37 of the Pensions Law to abolish the provision according to which, in the case of death of an employee, if the deceased had a wife/husband at the time of his/her retirement and thereafter he/she remarried, his/her last wife/husband is considered a widow/widower. With the abolition of this provision, the second wife/husband will not be considered a widow/widower and thus she/he will not be entitled to pension;

    vi. increase the contribution rate on the pensionable earnings of the members of the Tax Tribunal Council and the Tender Review Authority from 3.4% to 6.8%; and

    vii. the contributions to the Widows and Orphans Fund will no longer be reimbursable.
I.13 Implement further reform steps under the General Social Insurance Scheme by:
  • i. actuarially reducing pension entitlements from the General Social Insurance Scheme by 0.5% per month for retirements earlier than the statutory retirement age at the latest from January 2013, in line with the planned increase in the minimum age for entitlement to an unreduced pension to reach 65 (by 6 months per year), between 2013 and 2016;

    ii. freezing pensions under the Social Security Fund for the period 2013-2016;

    iii. abolishing the increase of pensions for a working dependent spouse under the General Social Insurance Scheme at the latest from January 2013 onwards.
I.14 Reduce transfers by EUR 25 million from central government to state-owned enterprises and semi-public institutions.

I.15 Ensure a targeted reduction of budgetary appropriations for a series of semigovernmental organisations in the 2013 Budget Law, supported by well-defined activityreducing measures.

I.16 Implement a four-year plan as prepared by the Public Administration and Personnel Department aimed at the abolition of at least 1880 permanent posts over the period 2013-2016.

Revenue measures

I.17 Increase excise duties on tobacco products, in particular on fine-cut smoking tobacco, from EUR 60/kg to EUR 150/kg. Increase excise duties on cigarettes by EUR 0.20/per packet of 20 cigarettes.

I.18 Increase excise duties on beer by 25% from EUR 4.78 per hl to EUR 6.00 per hl per degree of pure alcohol of final product. Increase excise duties on ethyl alcohol from EUR 598.01 to EUR 956.82 per hl of pure alcohol.

I.19 Increase excise duties on energy, i.e., on oil products, by increasing tax rate on motor fuels (petrol and gasoil) by EUR 0.07.

I.20 Increase the standard VAT rate from 17% to 18%.

I.21 Introduce a tax of 20% on gains distributed to winners of betting by the Greek Organisation of Football Prognostics S.A. (OPAP) and the National Lottery for winnings of EUR 5,000 or more.

I.22 Abolish all exceptions currently in place for paying the annual company levy of EUR 350.

FISCAL MEASURES WITH EFFECT IN 2014

Expenditure measures

I.23 Ensure a reduction in total outlays for social transfers by a at least EUR 28.5 million to be achieved through streamlining and better targeting of child benefits and educational grants, and abolition of social cohesion benefits provided by the welfare services.

I.24 Implement a further reduction in emoluments of public and broader public sector employees and pensioners by a flat rate reduction of 3% on all wages. [ESTO YA NO ES CONGELACIÓN SALARIAL, SINO BAJADA DEL 3% A FUNCIONARIOS Y PENSIONISTAS.]

I.25 Introduce a fee on monthly transportation cards for the use of public transportation services by students and pensioners. [A TOMAR POR SACO DE NUEVO A LOS PENSIONISTAS Y A LOS ESTUDIANTES]

Revenue measures

I.26 Extend the application of the temporary contribution on gross earnings and pensions of public and private sector employees up to 31 December 2016 as follows: EUR 0 – 1,500: 0%; EUR 1,501 – 2,500: 2.5%; EUR 2,501 – 3,500: 3.0%; and > EUR 3,501 - : 3.5%.

I.27 Increase the standard VAT rate from 18% in 2013 to 19% in 2014.

I.28 Increase the reduced VAT rate from 8% to 9%.

I.29 Increase excise duties on energy, i.e., on oil products, by increasing the tax rate on motor fuels (petrol and gasoil) by EUR 0.05.

I.30 Increase the contributions, as of 1.1.2014, of salaried employees and employers to the GSIS by an additional 1 percentage point on pensionable earnings, i.e. 0.5 of a percentage point from employees and 0.5 of a percentage point from employers and 1 percentage point in the case of self-employed persons.
La verdad es que en España no tenemos MoU, pero tenemos a Rajoy, que viene a ser exactamente lo mismo, ya que está aprobando todas estas medidas a raja tabla, aunque no nos las pongan por escrito.

No me cabe la menor duda que por la cuenta que le trae a Rajoy, tiene dos opciones; o no seguir las directrices de Merkel y sus cuatreros, y con ello que se arriesgue al rescate del país, es decir, el fin del mandato del PP. O aplicar ya de inmediato el supuesto MOu que tendría que firmar en el caso de que fuera rescatado el país, y de esta manera intentar tener contenta a la Merkel con el.."si cuela, cuela" y con esta posibilidad intentaría evitar a toda costa un posible rescate que le supondría el fin de su gobierno y la convocatoria de nuevas elecciones ( hasta ahí podíamos llegar...!!) :)

El gobierno Chipriota amenaza con tocarles un pelin "los webs" a la troika con el corralito levantando poco a poco controles para que la gente vaya fugándo su dinero sin haber perpetrado del todo todavía la conversión del 60% (no nos engañemos les van a quitar eso) de los depósitos retenidos en acciones de bancos rescatados.

Por otra parte los bancos rusos que operan en la isla, a los que seguro va a ir todo el capital posible de los bancos chipriotas no tienen restricciones. Tic tac tic tac también en Chipre.

Y como no podía ser de otra forma el BCE está aceptado deuda chipriota como colateral para darles pasta, de alguna forma tienen que mantener el barco a flote.

interesante artículo que critica como el balance del BCE es cada vez más un inmenso cubo de basura, y lo que queda......

Lo dice claramente: al final, tendremos que rescatar al propio BCE, porque se está llenando de mierda. Y pensar que esta ruina no es más que dinero de mentira y números inventados por los mangantes parásitos...

El BCE, desde el momento en que pertenece a todos los países de la eurozona de forma proporcional, parece el lugar más lógico para que vayan a parar todos los bonos tóxicos que nunca se pagarán mientras se mantiene vivo al euro con respiración asistida.

El mecanismo es el siguiente: para que los bancos alemanes cobren los créditos que han concedido a la periferia, el BCE presta a los bancos deudores aceptando como contrapartida basura tóxica, y la banca alemana cobra.

Una vez que los países de Europa central hayan reducido su exposición a la periferia, aún a costa de que el BCE se intoxique, podrán finalmente dejar caer al euro. Por eso Alemania está exigiendo a España que termine de aceptar lo que queda de los 100.000 millones de euros.

Pero ¿No hubo una información ahí atrás, donde parece ser, que como condición para permitir la relajación del objetivo del déficit durante dos años mas, Bruselas impide al gobierno español seguir disponiendo de la linea de crédito ?

Estoy buscando donde lo he leido pero no lo encuentro... :?

El 20% de los depósitos de Chipre ya han volado. La noticia dice que es por haberlos convertido en acciones pero.....¿Las acciones no se han convertido poco a poco en Mayo? Es más, me suena que aún no han sido convertidas todas......

Por supuesto ya me extraña hasta esta noticia....poco o nada se sabe ya de Chipre.....

Madre de Dios, solo con el dinero de tres exdirectivos del Laiki que parece les han pillado ya se tiene medio rescate de lo que ha aportado la troika al rescate de Chipre..... :o

¿Hasta donde va a llegar esto?
